We have been caugth short, among other hings, with the preparation of our procàà- mations. The position at the moment is that 3 proclamations have been completed.

The Offences Against the Forces Proclamation;
The Military Courts Proclamation
The irst has been
approved in discussion between Colonel Strickland of H.K.P.U. and Colonel Bacon of the War Office and has been vetted by the Secretary of State's Legal Advisers. As you know, it has beentelegraphed the the Naval C.inc. The second and third have been agreed in discussion between Colonels Strickland and Bacon and Mr. Hastings has been given copies for any observations he may wish to offer.
