The irst has been

approved in discussion between Colonel Strickland of H.K.P.U. and Colonel Bacon of the War Office and has been vetted by the Secretary of State's Legal Advisers. As you know, it has beentelegraphed the the Naval C.inc. The second and third have been agreed in discussion between Colonels Strickland and Bacon and Mr. Hastings has been given copies for any observations he may wish to offer.
